HELB WAIVES THE KES 1,000 NON-BENEFICIARY COMPLIANCE CERTIFICATE FEE
Nairobi, 16th
July 2020. Chapter VI on Leadership and Integrity of the Constitution of Kenya,2010 requires all
persons applying for public jobs to present specific compliance certificates as part of the interview process. HELB
is one of the listed institutions from which interviewees seek compliance certificates. The HELB compliance
certificate enables institutions to assess individuals applying for jobs in the following areas:
1. Credit worthiness - Having fully repaid or currently repaying their loans indicates good personal financial
planning and can be trusted with organizational assets and other resources,
2. Social responsibility - Support in building the HELB revolving Fund to ensure the current needy students
access higher education after the past beneficiaries repay outstanding loans, and
3. Integrity - An indication of personal responsibility and motivation for beneficiaries to service their loans.
HELB has therefore been issuing compliance certificates to non-beneficiaries of student loans at a fee of Kshs.
1,000 to defray the cost of the certificate and other administrative expenses. However, during various stakeholder
engagements where HELB seeks feedback on Citizen Service Delivery, it has repeatedly come to our attention that
the charges for non-loanee compliance certificate are perceived to be punitive, especially to the many
unemployed youth who did not benefit from the student loans. Some of the issues that have been raised by
Kenyans in various forums include but are not limited to:
1. Unemployment and Under-employment challenges,
2. Slow economic growth and escalated cost of living, and
3. Retrenchment and downsizing affecting all sectors which has been exacerbated by the Covid-19 Pandemic.
Given the foregoing issues raised by Kenyans, HELB has stopped charging Kshs. 1,000 for issuance of the
Compliance Certificate with effect from 15th
July 2020. The HELB Compliance Certificates will now be free of
charge and can be accessed from the HELB Website www.helb.co.ke as well as the E-Citizen Portal.
This gesture is an indication that HELB remains committed to listening to feedback from stakeholders.

TEACHERS TRAINING COLLEGES NOW READY FOR MAY 2021 INTAKE FOR NEW STUDENTS
TTCs ready to have the first intake for Diploma Teacher Trainees as P1 is phased out
Plans are complete to admit the first cohort of diploma teacher trainees after the Government scrapped certificate courses in a bold move to implement the new curriculum in schools.
Under the new tuition regime, the diploma will be the minimum training level for all primary school teachers in the country as the Government lays out plans for quality teaching and learning.
Details of Diploma in Primary Teacher Education (DPTE) training reveal that the curriculum has been reformed with core learning areas approved.
These areas are professional courses; teacher support courses; English, Kiswahili, or KSL for trainees who are hearing-impaired; and physical and health education.
The entry requirements shall be C Plain in the Kenya Certificate of Secondary Education examination (KCSE) or its equivalent as equated by the Kenya National Examinations Council (Knec).
The duration for the diploma training shall be three years, according to the approved curriculum designs.
The designs will guide trainers and trainees on how best to deliver quality learning and teaching in tandem with the requirements of the Competency-Based Curriculum (CBC).
Education Cabinet Secretary George Magoha last week said the first group of diploma teachers will be admitted to various colleges in May, marking an end to certificates training.
“We are ready for the first intake in May for teacher training that will be crucial to the CBC,” said Prof Magoha.
There are 31 public training colleges and some 85 private colleges.
Ministry of Education suspended admissions to P1 training classes last year, saying the move is aimed at making arrangements to take in diploma students.
Magoha said the development is key for the sustainable capacity development of teachers and to improve the quality of education under the CBC.
The CS said this category of teachers will be trained specifically on how to teach pupils under the CBC.
The Kenya Institute of Curriculum Development (KICD) acting Chief Executive Officer Joel Mabonga said Kenya needs competent teachers to be able to nurture every learner’s potential as enshrined in the CBC framework.
“The mission of the teacher education curriculum is to develop a competent teacher who is committed to nurturing every learner’s potential,” said Dr. Mabonga in an earlier interview.
Basic Education Principal Secretary Belio Kipsang said micro-teaching and practicum in teacher education have been given prominence in order to enhance experiential and reflective learning with support from experienced teachers as mentors.
“Teacher training colleges will ensure that the teacher trainee receives appropriate training and professional development which will accord them an opportunity to engage in research,” said Kipsang.
Unlike before when content was being taught separately with methodology, in the diploma course, trainees will be taken through an integrated concept of content and pedagogy.
For example, in an English lesson, a trainee will be first taken through how to pronounce letters, and then the concept is transferred to actual teaching where they are guided on how to deliver the content in a class session.
At the end of the training, a teacher should be able to develop and assess the educational competencies required of a learner.
According to the designs, the teachers’ trainees will only specialize in three subject areas, having attained a minimum KCSE grade of C (Plain) in the learning areas they wish to focus on.
The areas for specialization have been grouped into four clusters, but teachers will only pick one subject per category for the specialty.
Kenya Sign Language, Indigenous Languages, Foreign Languages (German, French, Arabic, and Mandarin (Chinese) fall under the first cluster.
Mathematics, Home Science, Agriculture, Science, and Technology are cluster two subjects with Social Studies, Religious Education (CRE, HRE, IRE) listed under cluster three. Cluster four subjects are Art and Craft, Music.
“Candidates shall specialize from the first year in at least three learning areas preferably from any one of the three clusters,” reads Curriculum Designs for Diploma in Primary Teacher Education.
Subjects such as English, Kiswahili, and Physical Health Education (PHE) will be mandatory, but not necessarily specialties.
The three mandatory learning areas will build on the knowledge, skills, and attitudes of the young teacher for effective lesson delivery.
Those who will be approved to teach in schools will have completed the required hours for coursework and passed the stipulated assessment as directed by Knec.
They will also be required to have completed the required hours for the practicum and passed the stipulated assessment as directed by Knec.
There shall be three months of micro-teaching undertaken as a course and will be a pre-requisite for teaching practice.
During this period, teacher trainees will prepare learning and teaching materials and short lessons, which they will try on their peers for practice and feedback

7 REASONS WHY SOME DEGREE HOLDERS ARE POOR?
Writen by
MALAM MAMUDA KABIR DUTSINMA
BASICALLY, there seven reasons why Most degree holders are poor.
1. THEY DON’T THINK BEYOND THEIR CERTIFICATES
Albert Einstein said, “Education is not the learning of facts, but the training of the mind to think.” Have you ever heard creativity term “Think outside the box”? One of the major reasons why most graduates are poor is simply because they can’t see and think beyond their certificates.
I have seen engineering students work as bankers. I have seen medical doctors with great skills in web and graphic designs. I have seen lawyers that are very dexterous with finances. The list is endless!
The basic truth of life is that the skills that are needed to be much sought after and become more successful in life are not really found within the walls of the classrooms. Your certificate is just a proof that you are teachable, it does not suggest what you are totally capable of doing. You are full of possibilities when you think beyond your degrees and certificates.
2. THEY PRIORITIZE THEIR CERTIFICATES MORE THAN THEIR GIFTS AND TALENTS
I have often advised some of my colleagues, never to leave their gifts dormant while pursuing and hunting for jobs with their certificates. There must be a complementary balance in the pursuit of your passion and in the search for jobs.
Everybody is gifted for something, but the winning edge comes from our ability to work on our gifts and bless the world with it. The very best way to develop yourself is in the direction of your natural talents and interest. In order to live a fulfilled and impactful life, we need to work harder on our gift than our job. We need to discover our gift, develop it, and sell it. Don’t bury your TALENT with your certificates.
3. THEIR CERTIFICATES PREPARE THEM FOR A WORLD THAT NO LONGER EXIST
It has been found that most of the skills taught in schools are becoming obsolete in the present world. The world has changed a lot, and so are people’s need! It is imperative to know that the present form of university education does not prepare students for the future.
Graduates are becoming endangered species in the face of a changing world. Our archaic methods and approaches of learning are preparing graduates for a world that no longer exist, as we are churning out degree holders every year with certificates that have face value but no intrinsic worth. Most learning institutions are filled up with lecturers and pseudo-educators with lecture notes, methods and approaches that have lost relevance in a changing world.
4. THEY KNOW LESS ABOUT THEMSELVES BUT MORE ABOUT THINGS
Certificates and degrees don’t reveal people to themselves; they at most measure our IQ (Intelligent Quotient). I have often tell people that there is no Recovery without Discovery. A poor man is simply someone that has not discovered himself.
The more you discover yourself, the more you realize the treasures that are hidden deep within you. We carry inside ourselves latent treasures that can only be unveiled through self-discovery.
5. CERTIFICATES AND DEGREES CAN KILL INITIATIVES
Degrees and certificates can close up your minds to ideas while initiatives open it up. If you are not careful, your degrees and certificates can close up your mind. The purpose of education is to keep your mind perpetually opened towards limitless possibilities!
Fred Smith saw an opportunity for overnight delivery of anything anywhere in the USA, and ultra- fast delivery anywhere in the world, FedEx was born. It will be interesting to know that Fred Smith got a grade “C” in a Yale economics class for an idea that the professor belittled as unworkable.
Fred Smith’s company became the first American business to make over ten billion dollars in annual profit. Beginning with just 186 packages delivered the first night, FedEx now delivers in over two hundred countries using over 6,030 aircraft, 46,000 vehicles and 141,000 employees.
6. DEGREES AND CERTIFICATES POSITION YOU TO LOOK FOR JOBS AND NOT FOR OPPORTUNITIES
Our certi
ficates and degrees prepare graduates to look for jobs and not open our eyes to life-changing opportunities. You are not poor because you don’t have a job; you are poor because you are not seeing and seizing opportunities.
Being POOR is simply Passing Over Opportunities Repeatedly! What keeps people ahead in life is not their education or degrees, it is simply the opportunity that they seized. Jobs may be scarce but not opportunities.
As long as there is a problem to be solved, there will always be opportunities. It is a waste of our education, exposure, and experiences if after we graduate from school, all we think about is searching for a job. An enlightened and educated mind should be able to see and seize opportunities.
7. CERTIFICATES AND DEGREES PREPARE PEOPLE TO LOOK FOR SECURITY AND NOT TO TAKE RISKS
We must be willing to make mistakes and take breakthrough risks. Taking risks and learning from mistakes help us in knowing what works and what does not! When Thomas Edison was being questioned by a mischievous journalist on how he felt for having failed for 999 times before getting the idea of the light bulb, his response stunned the whole world when he confidently said, “I have not failed 999 times, I have only learned 999 ways of how not to make a light bulb”.
Many graduates and degree holders are becoming progressively poor because the skills required in the modern world to get rich are not taught in schools and institutions.
By 2025, we’ll lose over five million jobs to automation. This means that future jobs will look vastly different by the time many people graduate from the university.
Future jobs will involve KNOWLEDGE PRODUCTION/CREATION and innovation, and people that are only equipped with skills found in the classroom will definitely be a misfit in an ever-changing world. Skills like critical thinking, creativity, people’s skill, STEM skills (e.g Coding), complex problem-solving skills etc. are central to living a more comprehensive and productive life.
8 THEREFORE, in conclusion, My humble and candid advice to graduates and students in institutions is to think wide, deep and outside the box. Take volunteer jobs, and don’t be afraid to navigate fields that are different from your field of learning. Your future career will require you to pull information from many different fields to come up with creative solutions to future problems.
Start by reading as much as you can about anything and everything that interests you. Once you get to college, consider double majoring or minoring in completely different fields. Trust me, it’ll pay off in the long run.
Don’t limit yourself to the classroom. Do something practical. Take a leadership position. Start a business and fail; that’s a better entrepreneurship. Contest an election and lose. It will teach you something political science will not teach you. Attend a seminar. Read books outside the scope of your course.
Think less of becoming an excellent student, but think more of becoming an excellent person. Don’t make the classroom your world, but make the world your classroom. Step forward and try something extra.
Invest in something you believe! Real financial security and freedom is not in your job, but in your passion, gifts, talents, and your ability to see and seize opportunities.
Do you know anyone who could benefit from this?

An Italian tourist arrives in Nyeri town looking for a place to sleep. He gets into Kirathimo Lodge, slaps Kshs. 3K on the counter & heads straight upstairs to select a 3rd-floor room.
Mr. Kigwaru the cashier, grabs the Kshs. 3K, dashes out to pay the butcher 3K for the meat supplied.
The butcher rushes out to pay the goat farmer Kshs. 3K for supplies. The farmer settles his 3K debt at the Agro-feeds & Vet shop.
The Vet shopkeeper Sneaks out to pay Kshs. 3K to Kirathimo lodge & clears his debt for the rooms he used earlier that week.
As he happily leaves for the door, the Italian tourist returns downstairs & asks Mr. Kigwaru for his 3K, stating he didn't like any of the unkempt rooms & will try Meru town before dusk.
As he takes back the money he has no idea how he has set everyone free of debt but no money has been left circulating in town... But at least, debts have been settled.
The Big Question is.... How do you explain that about 5 debts of 3k each was cleared by only 3k which in fact was never spent? Is this Accounting? Is it Economics? Or is it an illusion of Commerce.
